On February 14th, 2012, Kentucky Governor Steve Beshear and State Senator Damon Thayer officially led the effort to allow the people to choose whether they want casinos in the Bluegrass State. Here Governor Beshear gives the opening remarks in favor of the bill and lays out its framework.
